ESTONIAN BICYCLE MARATHON SERIES
Guidelines

1. The Elion Estonian Cup is a competitive series of cross-country marathon races designed for amateur and everyday cyclists whose aims are:
1.1. to popularise biking as a healthy pastime;
1.2. to give those interested in biking a regular opportunity to test their form;
1.3. to enable those interested in biking to compare their sporting abilities with the best cross-country riders from Estonia and neighbouring countries;
1.4. to determine the best Estonian marathon riders by age group;
1.5.to give children the opportunity to regularly go biking, thereby ensuring the future of the sport in Estonia;
1.6.to emphasise the value of family-oriented activities.

2. Organisers
2.1.The main organiser of the Elion Estonian Cup series shall be the Pro Cyclists Club (Pro Jalgratturite Klubi).
2.2.The stages of the Elion Estonian Cup series shall be organised by local sports clubs in association with the series' main organiser.

3. Regulations
3.1. The stages of the Elion Estonian Cup shall be organised in accordance with the series' guidelines.
3.2. Any issues not covered in these guidelines shall be resolved according to the MTB marathon rules of the Estonian Cyclists Union (EJL) and International Cycling Union (UCI).
3.3. The Jõulumäe Bike Marathon, the series' candidate marathon, shall take place according to the same guidelines.
3.4. Participation in the opening race of the series: additional guidelines shall be confirmed for the organisation of the team relay.

4. Bicycle class
4.1. There shall be no restrictions on bicycle class.
4.2. Use of time trial handlebars is not permitted.
4.3. Spare parts and tyres shall not be provided by the organisers.

6. Distances
6.1. Each stage of the Elion Estonian Cup, with the exception of the team relay opening race of the series, shall feature a Main Race, Hiking Race, Children's Race and Toddlers' Race.
6.2. The distance of the Main Race shall be at least 50 kilometres.
6.3. The Hiking Race shall take place on the same day as the Main Race. Competitors in the Hiking Race shall have their time and ranking recorded, but shall not compete for prizes (see point 6.4). The distance of the Hiking Race shall be approximately 30 kilometres; further details regarding the length of the race shall be provided in the information about the stages of the Elion Estonian Cup.
6.4. The girls' N14-16 and boys' M14 and M16 races shall take place at the same time and on the same course as the Hiking Race.
6.5. The distances of the Children's Race and Toddlers' Race shall be determined by the organiser on site.
6.5.1. Times and rankings shall be recorded for the Children's Race.
6.5.2. No times or rankings shall be recorded for the Toddlers' Race.

7. Registering for competitions and start fees

7.2. Registering by advance payment - entrants can register for all stages at a discounted price if they pay the participation fee for the entire series as a single advance payment. Registration by advance payment shall be available until 23 April 2007.
7.2.1. The cost of the advance payment for adults in the Main Race shall be 1500 EEK (with the exception of the Jõulumäe candidate marathon).
7.2.2. The cost of the advance payment for young riders in the Main Race shall be 900 EEK (with the exception of the Jõulumäe candidate marathon).
7.2.3. The cost of the advance payment for the Hiking Race shall be 900 EEK (with the exception of the Jõulumäe andidate marathon).
7.2.4. Registering by advance payment can only be done over the Internet at the Sportinfo website
http://www.sportinfo.ee/.
7.3. Advance registration shall close on the Wednesday of the week preceding the day of a race.
7.4. Main registration shall close on the Wednesday of race week.
7.5. Registration on race day shall take place in the start area and shall end 1 hour before the start of the race.

7.6. Registering teams.
7.6.1. Teams can only be registered for the Main Race or for the series as a whole.
7.6.2. Teams must comprise between 4 and 8 members, including at least one woman (regardless of age) or male veteran (M40 or older) or young athlete (M18).
7.6.3. The fee for adults to be registered as team members shall be 1400 EEK, and the fee for young riders to be registered as team members shall be 800 EEK.
7.6.4. Team members who have been registered correctly shall be registered for all stages of the Elion Estonian Cup at the same time. Team members do not need to further register themselves for individual participation (with the exception of the Jõulumäe marathon).
7.6.5. Team registration shall also be available until 23 April 2007.
7.6.6. Teams may be registered over the Internet at the Sportinfo website
http://www.sportinfo.ee/.
7.6.7. Teams who wish to pay their start fees by invoice must send their team information and registration form (giving details of each of the team members) to the University of Tartu Academic Sports Club e-mail address

7.6.7.1. 
Invoices shall only be issued via e-mail.
7.6.8. When paying by invoice, teams shall be deemed as having been registered once the full amount of the team's start fees has been received.
7.7. Registration for individual stages or for the series as a whole is not possible via bank payment.
7.8. Start fees shall not be reimbursed if entrants fail to take part in competitions, and neither shall they be carried over to future stages.
7.9. Registration fees paid later than the deadlines set out in the guidelines shall not count and those registering shall not be included on the start list. The organiser shall not reimburse late payments.
7.10. Registration for all stages of the Elion Estonian Cup is possible over the Internet at the Sportinfo website
http://www.sportinfo.ee/.
7.11. Participation in Children's Races shall be free of charge for children up to the age of 12.
7.12. Registration for the Hiking Race and Main Race shall be free of charge for participants born in or earlier than 1942. This discount shall remain available until the end of main registration.
7.13. Registration for the Elion Estonian Cup 1007 series shall begin on 1 March 2007.

8. Competitors' numbers and allocation in start groups
8.1. Competitors' numbers shall be issued in the start area on the day of a race.
8.2. Allocation into start groups shall end at the same time as advance and main registration. Those who register later shall be allocated places in the final start group. 8.3. Preliminary lists of participants shall be published on the Internet at
http://www.sportinfo.ee/.
8.4. The start groups for the stages of the Elion Estonian Cup shall be made up of entrants from both the advance and main rounds of registration. The best stage result from the previous and current year of the competition shall be taken into account when forming the start groups for the first three stages. The best result from the Elion Estonian Cup 2007 shall be taken into account when forming start groups beginning with the 4th stage.
8.5. The start groups shall be divided up as follows:
8.5.1. The first 400 participants in the Main Race shall be divided into eight start groups with 50 participants in each group; the following four start groups shall have 100 participants; and beginning with start number 800, each start group shall have 200 participants.
8.5.2. The main referee may allocate places in the first start group to Elite, U23 or M18 class athletes with EJL licences with a view to the safety and security of the start of a race. The main referee for a specific stage shall also have the right to introduce changes to other groups.
8.5.3. In the Hiking Race, all competing girls and boys (N14-16 and M14 & M16) shall be allocated places in the first start group.
8.6. All competitors must start a race from their allocated start group. Competitors shall be disqualified for changing start groups without the consent of the main referee.

9. Safety and liability
9.1. Every competitor is required to wear a helmet.
9.1.1. Wearing a helmet is also mandatory over Hiking Race distances and in Children's Races and the Toddlers' Race.
9.1.2. The main referee shall have the right to disqualify riders not wearing helmets.
9.2. Every participant in the Main Race and Hiking Race shall confirm that he or she is responsible for his or her own health and fitness, that he or she is taking part in the stage at his or her own risk, and that he or she shall follow the race guidelines.
9.3. Parents or guardians shall be responsible for children who take part in Children's Races or the Toddlers' Race.
9.4. Competitors must observe all road rules and traffic signs, any signposts or markers installed by the organiser and all signals given by traffic coordinators.
9.5. All competitors must complete the course; failure to complete the course shall lead to disqualification.

10. Calculation of results
10.1. Calculation of individual Main Race results:
10.1.1. The results of participants in the Main Race in every stage of the series are calculated and points allocated as follows:
   1st place:  1000 points
   2nd place: 995 points                              
   3rd place: 992 points                              
   4th place: 990 points                              
   5th place: 989 points (and so on)                           
10.1.2. All competitors who complete the Main Race ranked 993rd and beyond shall receive 1 point.
10.1.3. The overall rankings of the Elion Estonian Cup shall be determined by adding the 4 (four) best Main Race results.
10.1.4. The competitor with the largest number of points shall be the winner of the series.
10.1.5. In the event of two or more competitors having the same number of points, the winner shall be determined by calculating the number of best place finishes; and if this is the same, by the result of the final stage.
10.2. The calculation of the ranking of girls and boys as part of the Hiking Race shall take place at the same time as that of the Main Race, based on the points from the Hiking Race.
10.3. Calculation of team results:
10.3.1. The points of the three best-placed competitors in a team shall be used for the team calculation in every stage.
10.3.2. The team with the largest number of points shall be the winning team of the series.
10.4. The preliminary results of each stage shall be published on the Internet the day after a race at
http://www.sportinfo.ee/.
10.5. Protests (for the potential correction of errors) shall be accepted within four days of the publication of the preliminary results.

11. Age classes (based on year of birth)
11.1. Main Race (men):
M18 (1989-1990) - entrants below the age of 18 shall not be permitted to compete.
U23 (1985-1988)
M21 Main class (1968-1984)
M40 (1963-1967)
M45 (1962-1958)
M50 (1953-1957)
M55 (1952-1948)
M60 (born in or earlier than 1947).

Main Race (women):
Women up to the age of 30- N30 (1978-1990) - entrants below the age of 18 shall not be permitted to compete.
Women over 30- N30+ (born in or earlier than 1977).

11.2. The following calculations shall be made in youth classes on the course and at the time of the Hiking Race:
N14-N16 (1991-1994)
M14 (1993-1994)
M16 (1991-1992)
Younger entrants may only participate in the Hiking Race with the consent of their parents/guardians, who shall assume full responsibility for their participation.

11.3. Children's Race:
11.3.1. Children born in or later than 1995 may participate in the Children's Race.
11.3.2. In Children's Races there shall be 2 age classes for boys and 2 age classes for girls:
boys aged 9-10; girls aged 9-10
boys aged 11-12; girls aged 11-12

11.4. Toddlers' Race
11.4.1. The Toddlers' Race is designed for children aged between 3 and 8.

12. Awarding of prizes
12.1. The competitors with the best results in the following age classes shall be awarded financial or physical prizes of at least the following monetary value:

12.3. In the series overall the three best teams shall be awarded financial or physical prizes.
12.4. All participants in Children's Races and the Toddlers' Race shall be awarded mementos.

13.  Submitting protests and protest resolution
13.1. Protests shall be submitted in writing and charged a fee.
13.2. The fee shall be 500 EEK, which shall only be reimbursed if the protest is upheld.
13.3. Protests shall be accepted within one hour of the publication of preliminary results.
