Racing Regulations


1. Competition
1.1. Elion Estonian Cup (EEC) is series of cycling marathons in Estonia directed to non-professional athletes.
1.2. EEC events will be held in compliance to the EEC Racing Regulations, the competition regulations of Estonian Cyclists Union and the reglement of UCI.

3. Races and Distances
3.1. During each EEC event a Main Race, a Hiking Race and a Children’s Race will be held. Separate racing regualtions will be issued for Children’s Races (see below).
3.2. The Main Race track will be at least 50 km long.
3.3. The Hiking Race track will be appr 30 km long. Placings and finishing times of the riders will be recorded but no awards delivered (except for the competiting classes listed in 3.4.).
3.4. During the Hiking Race, the competition for the categories of girls N14-16 and boys M14 and M16 will be held simultaneously on the same distance.

4. Starting Times
4.1. The Main Races will begin at 12:00 a.m.
4.2. The starting times for Moderated Races and Children’s Races will be announced separately for each event in EEC advertising materials and in the Internet

5. Important Rules
5.1. Each rider may start only under his/her own name.
5.2. A rider must start the race among the assigned group, the group cannot be changed without the approval of the Commissionaire.
5.3. Each rider must wear a helmet.
5.4. A rider must pass the entire racing distance in order his/her result to be registered.
5.5. A rider is forbidden to use someone else’s help for moving on the racing track.
5.6. A rider is forbidden to change his/her bike during the racing distance.
5.7. No limitations are made regarding the class/type of the bikes.
5.8. Use of handlebars/extensions used for individual time trials are forbidden.
5.9. The rider is materially liable for the timing chip from the moment he/she receives it with the starting materials until returning the chip. In case the rider does not return the chip he/she will be obliged to pay the fine of 500 kroons on the basis of the issued invoice. Unless the rider pays the fine he/she will nto be allowed to compete in the following EEC events.

6. Registration and Fees
6.1. Registration for the EEC 2008 Race Series begins on March 1, 2008.
6.2. Riders may register for the EEC events (except for registration at the spot) only in the Internet, from Sportinfo home page:
www.sportinfo.ee
6.3. The entry fee includes: a marked racing track, a starting number, a timing chip, timing (provided that the timing chip is correctly attached from the start to the finish), service at food stops and at the finish, awarding, a diploma for the riders with results (also via the Internet), a possibility to wash the bike, medical care if necessary.

6.5. Registration is free of charge for the riders born in 1943 and earlier.
6.6. If the entry fee is paid as prepayment for the entire series it must be paid as a single payment.
6.6.1. Registration with the prepayment option closes on April 21, 2008 at 0:00 p.m.
6.7. The first phase of registration closes on the Wednesday of the week before the race, at midnight.
6.8. The second phase of registration closes on the Wednesday of the week of the race, at midnight.
6.9. Riders may register at the spot on the racing day unitl 11:30 a.m.
6.10. In case the registered rider cannot participate in the race, the entry fee will not be returned nor will it be transferred for next events.
6.11. Any payments received later than the dates and times indicated in these Racing Regulations will not be taken into consideration and the registered person will not be included in the starting list. The delayed payments will not be returned by the organizers.
6.12. If a EEC event is cancelled for the reasons that do not depend on the organizers, the entry fees will not be returned.

7. Registering teams
7.1. Men’s and women’s teams are scored separetely. Teams including racers from both sex will be scored as men’s teams.
7.2. A team must consist of 4 to 8 members.
7.3. Teams are registered for Main Races only and for the entire series at once.
7.4. If a team is registered , the entry fee for each member of the team equals the individual entry fee as prepayment for all events of the series (see: table “Entry fees“).
7.5. Team registering closes on April 21, 2008, at midnight.
7.6. For team registration in
www.sportinfo.ee you must do it through “Team registration” in teh field of 'Registration Type'.

8. Riding Numbers and Division into Groups
8.1. Riding numbers will be given to the riders on the racing day at the starting point.
8.2. EEC events start groups are formed from the riders registered during the first and the second registering phase.
8.2.1. Distribution into groups will end with the end of second phase of registering.
8.2.2. Riders who register after that will form the last group to start.
8.3. When distributind riders into groups, the result of the best EEC event of the current year is taken into consideration (with coefficent 1) or, if this does not exist, the result of the last year (coefficent 1,2).
8.4. The groups are devided as follows: 1-50, 51-100, 101-150, 151-200, 201-250, 251-300, 301-350, 351-400, 401-450, 501-500, 601--800, 801-1000, 1001-…..
8.5. In Modified Race, all competiting girls and boys (M16, M14, F14-16) will be included in the first group to start.
8.6. Considering the safety of the race, the Commissionaire may place the athletes with the Estonian Cyclists’ Union’s licence Eliit, U-23 or M-18 into the first group to start.
8.7. Only the Commissionaire has the right to make changes in the riders’ division into starting groups.
8.8. If a rider changes his/her starting group he/she will be disqualified.
8.9. The initial list of the group distribution for each event is published in the Internet, on the address
www.sportinfo.ee, on the day before the race, at the latest.

9. Safety and Responsibility
9.1. The rider of the Main Race or the Hiking Race assures that he/she is responsible for his/her state of health and participates in the event on his/her own risk and complies to the requirements of these Racing Regulations.
9.2. All riders who are younger than 18 years of age will be on their parents’ responsibility.
9.3. All EEC series’ riders must wear a helmet when on the racing track, otherwise the rider will be disqualified.
9.4. The riders must comply to the traffic code, be guarded by the traffic signs and other signs mounted by the organizers, as well as from the signs given by the traffic officers.
9.5. An attempt to record the event on video or take photos of the event are considered as justified reason for disqualification.

10. Scorekeeping
10.1. In order to get a result, the rider must wear the rider’s starting number on the handlebar during the entire marathon and have the timing chip attached to the bike.
10.2. The results of the riders are timed with an electronic timing chip corresponding to the rider’s number. The chip must be attached according to requirements to the lower bar, as low as possible, from the moment the rider enters the start corridore until he/she crosses the finishing line.
10.3. At each event, the riders of the Main Race get points according to their total event placing as follows:
   - 1st place: 1500 points;
   - 2nd place: 1495 points;
   - 3rd place: 1492 points;
   - 4th place: 1490 points;
   - 5th place: 1489 points, etc.

10.4. The total placing of a rider in the EEC series will be found by adding up the points that a rider scored for his/her five best main races. The rider with the biggest score is the winner of the series. In the case of equal scores, the number of the best placings will be considered, if these are equal, the result of the last event.
10.5. The placing of the boys and girls who compete within the Hiking Race is done within each age group similarily to the Main Race.
10.6. In team competition scoring, the individual points of the three best riders of the team for an event will be added up, which establishes placing of the team within the event; the teams will be given points for their placings as follows.
   1st place: 100 points;
   2nd place: 96 points;
   3rd place: 93 points;
   4th place: 91 points;
   5th place: 90 points, etc.

10.7. The team to win the EEC series is the team who has collected the most team placing points in total after the last event.
10.8. In the case of equal team point scores after the last event, the team result of the last event will be considered, if the scores are still even after that, the team’s best individual result of the total series will be considered.
10.9. The initial results of each event are published during the following day of the race in the Internet, on address:
www.sportinfo.ee
10.10. Reports about correcting potential mistakes in the event’s finsihing protocol are accepted until the Wednesday evening following the race.

11. Age classes (based on years of birth)
11.1. Main Race (men): M18 (1990-1993), U23 (1986 - 1989), M21 – main class (1969-1985), M40 - Seenior 2 (1959-1968), M50 - Seenior 3 (1949-1958), M60 - Seenior 4 (born in 1948 and earlier).
11.2. Main Race (women): N20 (1988-1993), N-30 (1978-1987), N30+ (born in 1977 and earlier).
11.3. The following youth groups compete during the Hiking Race: N14-N16 (1992-1995), M14 (1994-1996), M16 (1992-1993)

12. Awarding the winners of the events
12.1. After the race of each event, the best competitors of each age class will be awarded (monetarty prizes or various article of value), within at least the following monetary value (in EEK):

14. Awarding the winning teams
14.1. The best men’s team and the best women’s team of each event will receive a cup or a souvenier.
14.2. The three best men’s teams and the three best women’s teams of the total series be awarded (monetarty prizes or various objects), within at least the following monetary value (in EEK):

15. Claims and Objections
15.1. Anyclaims, objections or protests regarding the race results, breach of race regulations, etc., must be submitted to the Commissaire within the following periods:
15.1.1. regarding the first one hundred finishers, within 1 hour after the 100th rider has crossed the finishing line
15.1.2. All other EEC riders: before the finish closes.
15.2. When submitting a claim or an objection, one must pay 500 kroons which will be returned if the protest is satisfied.
15.3. All claims and objections submitted regarding the race will be solved by the Commissaire in co-operation with the jury.
15.4. The cases that are not regulated by these Racing Regulations will be solved by the organizing committee and/or group of judges/commissionaires.

CHILDREN’S RACE REGULATIONS

1. Registration 
 - All children can participate free of charge in the Elion Estonian Cup (EEC) Children’s Race.
 - In order to ride in the Children’s Race, the rider must register.
 - The rider may register in the Internet: www.sportinfo.ee , or at the spot on the day of the race.
 - The starting number for the Children’s Race is given at the starting point of the race.

2. Safety and Responsibility
 - A parent or a guardian will be responsible for the child participating in the race.
 - Each child must wear a helmet!

3. Age categories
 - Children born in 1996 or later may participate at the Children’s Race.
 - Toddlers’ Race: for the girls and boys up to 6 years of age (born in 2002 or later)
 - Children’s Race for girls: N8 (2000-2001), N10 (1998-1999), N12 (1996-1997)
 - Children’s Race for boys: M8 (2000-2001), M10 (1998-1999), M12 (1996-1997)

4. Miscallaneous
 - Children’s Races will begin at 12:15 a.m. - There will be no timing in the Toddlers’ Race or no actual placing.
 - Children’s Race will be timed and placing will be established.
 - Distances for the Children’s Race and the Toddlers’ Race will be established by the organizer according to the local possibilities.
 - All riders participating in the Children’s Race or the Toddler’s Race will receive diplomas and medals.
