1. SEB 27. TARTU RATTARALLI (27.RR) is organized by Club Tartu Maraton, in co-operation with sponsors and supporters.

2. 27.RR will be organized according to UCI CR, Estonian Cyclists Union rules, current Race Regulations and according to the decisions made by the Council and Board of Club Tartu Maraton.

3. 27. RR will take place on May 25th 2008.

4. 133 km mass-start at 11:00 in front of Aura Centre on Turu Str, in Tartu.
69 km mass-start at 13:00 at the same place. 69 km race is not a competition.

The results will be published in alphabetical order, without ranking.

Finish of both races in front of Aura Centre on Turu Str, in Tartu.

133 km course: Tartu – Pangodi – Otepää – Restu rist – Sihva – rollerirada – Aedlinn – Otepää – Palupera – Elva – Tartu
69 km course: Tartu – Pangodi – Elva - Tartu

There are 5 service points (SP) on 133 km the race: 1. Pangodi 26 km, 2. Otepää 45 km, 3. Sihva 67 km, 4. Palu 84 km, 5. Elva 101 km
2 service points (SP) on 69 km the race: 1. Pangodi 26 km, 2. Elva 37 km

5. There are 2 mountain sprints on 133 km race: mountain sprints 1. 21st km 2. 78th km, and 2 sprints: 1. 45th km in Otepää 2. 101th km in Elva.

Depending on weather conditions, the time limits could be changed on the race day. The riders, who will not pass the SP before the control time, will be disqualified and transported to the finish by bus.

7. The choice of the bicycle is free.
-racing with a non-standard bicycle (not corresponding with UCI CR 1.3.007-1.3.009 and 1.3.024) only allowed with the permission and conditions given by the UCI commissaire. This racer must race without endangering other racers and the result will be given separately. Considering the safety of other racers, time-trial and triathlon type handlebars are not allowed! Moving along the track with outside help (for example transport) will lead to disqualification.

8. Everyone will participate at the own responsibility! Helmets are obligatory! Riders without helmets will be disqualified. The course is open for regular traffic. Riders must follow traffic rules, signs and traffic officers’ orders. Riding on the left side of the road is strictly prohibited!

9. Age limit: all riders born in 1993 (69 km 1996) or earlier are allowed to participate.

Women: N17 (birth years 1993-91), N20 (90-88), N21 (87-74), N35 (73-69), N40 (68-64), N45 (63-59), N50 (58-54), N55 (53-49), N60 (48-44), N65 (43 and earlier);
Men: M17 (93-91), M20 (90-88), M21 (87-74), M35 (73-69), M40 (68-64), M45 (63-59), M50 (58-54), M55 (53-49), M60 (48-44), M65 (43-39), M70 (38-34), M75 (33 and earlier)

Only during registration before 02.05.2008, the results of Tartu Rattaralli 2007 (coef 1) or (in case of no result in 2007) 2006 (coef 1,2) will be taken into consideration for disposing the start numbers for 133 km race. Elite group is composed of UCI M or W Elite or U23 License holders and top 100 riders from RR 2007. Riders who have not participated last two years, will get start numbers to the last start groups in the order of the registration. Riders must enter start the gate according to the start number. NB! Starting from the wrong group will lead to disqualification! On 69 km race the start numbers will be disposed in order of the registration.

11. Registration takes place in Club Tartu Maraton (Laulupeo Ave 25, Tartu, information: ph: +372 7421 644, fax: +372 7422 536) up to 22.05.2008 at 17:00, in the Race Office on 23.-24.05.2008 at 9:00-17:00, on Club Tartu Maraton website www.tartumaraton.ee  (up to 23.05.2008 at 17:00) or at the other places approved by the organizers and announced by the press.

NB! No registration on the day of the race!

In case of giving up the participation the entry fee will not be refunded. If the race will be cancelled due to force majeure (circumstances, not depending on the organizers), the entry fee will not be refunded.

13. Handout of start-numbers takes place in the Race Office 23.-24.05.08 at 9:00-19:00 and 25.05.08 in the start area in front of Aura Centre for 133 km 9:00-10:50 and for 69km 11:00-12:50.

14. Re-registration (changing of distance, number or name) can take place only in the secretariat or by written application up to 17:00 on 24.05.2008. There will be no re-registration on the day of the race. Re- registration costs 100 EEK + difference of the participation fees of distances.

15. Start fee includes: marked course; starting package; time keeping (only in case of correctly attached time keeping chip during all the race); result in the results list (on short race in alphabetical order); service and catering in the all SP-s and finish; awarding; diploma with name, time (69 km) and ranking (133km); medal; transport of luggage from start to finish; medical service, if necessary; transport of abandoned riders, gold and silver pins according to the statute. Starting package consists of number bib, information booklet, plastic bag for clothes, food ticket, time-keeping chip + bindings.

16. To get a result, the start number must be attached to the centre of the back of the rider and time keeping chip must be correctly attached to the bike. The riders with start numbers 1 - 200 have 2 numbers that must be attached to the right and left side of back and a frame number.

17. Time keeping is based on microchip, which must be correctly attached to the frame (ca 50cm from the ground) of your bike before entering the start gate and until it will be removed in the finish area. Before leaving the finish corridor, hand the chip over to the organizer. NB! Every participant is responsible for the chip from the moment the start number is handed out until it is handed over in the finish. In case of losing or not returning of the chip, penalty of 400 EEK = 25 EUR will follow and Club Tartu Maraton will issue according bill. If you find or lose a chip, please advise Race Office immediately about it.

18. More specified information about the time keeping system will be published two weeks before the race, at the latest, on the website and in the participants’ booklet (included to the start package).

19. Unofficial results will be constantly updated on the information board in the finish area and on the website www.tartumaraton.ee. Unofficial results will be up on the web site on Monday 26.05.2008 at 9:00. If a result is missing from the unofficial results, rider has to inform immediately the Race Secretary about that. Official results will be issued by 30.05.2008 at 17:00 on the website www.tartumaraton.ee.

20. Medical aid is organized by Estonian Disaster Relief Team. The medical workers on bicycles will follow the race all the way with a Red Cross on their backs. There are ambulances in the start, in the finish and in all SP-s. If you see someone in trouble on the course, please try to help and let the organizers know immediately or call 112!

21. Technical service is offered in the start and in all SP-s for free, the spare-parts have to be paid.

22. 12 first men and 6 women will be awarded with Tartu Rattaralli medals, cups and awards at the prize-giving ceremony at 15:00. There will be special prizes, raffle prizes and cups for age group winners of 133 km.

23. Lost, found, exchanged and borrowed things should be handed over to chief of SP or to the Race Office. Lost/found things will be later available from Club Tartu Maraton office during one month after the race day.

24. All protests concerning the race results and breaking the Rules etc must be brought up to the Race Commissaire as follows:
- concerning first 100 finishers during 1 hour after first 100 participants have finished
- concerning all the others, up to closing time of the finish
The cost of a protest (except of these concerning race results) is 500 EEK, which will be refunded only when the protest has been met. All protests concerning the race will be solved by the Panel of Commissaires. The protests concerning results can be brought up until 28.05.2008 by 17:00 to the Race Office in Club Tartu Maraton.

25. Other cases, not mentioned in current Race Regulations will be solved by the Organizing Committee
